'Local pack' is a synonym for '3-pack' and 'map pack.' All three terms describe the same SERP feature: a map with three business listings underneath, shown for queries with local intent.
The reason there are three names is historical. Google originally showed up to seven local listings (the '7-pack') before contracting to three in 2015. The community alternated between 'map pack' and 'local pack' depending on context. Both stuck.
If you read a local SEO article using any of these three terms, they all mean the same thing.
